Hi, I am Bet - the project lead for Nurses & Neighbor's 25 for 80 non-emergency medical transportation (NEMT) project. 25 for 80 was inspired by my neighbor. A United States veteran, my neighbor is a hero to his family and neighbors in so many ways. Even at 82, he can do everything except for driving at night. His wife needed an emergency procedure that went into the evening. He didn’t want to bother the neighbors but his family lives 2 hours away. He reluctantly asked me and I was more than happy to give him a ride.
Sussex County, Delaware is home to beaches, farmlands, and a growing population of retirees. Lack of available transportation has been identified by local health care organizations as one of the main barriers for older adults accessing care. According to a focus group conducted by Univ of Delaware in 2017, transportation was a major concern for seniors especially when they cannot drive in the event of a major illness or injury. Many live alone and are away from families and friends. Like my neighbor, many do not want to bother friends and neighbors.
The 25 for 80 project aims to increase ride options for non-emergency medical transportation by utilizing a virtual on-demand ride board and care coordinators to schedule rides. With the support of 2023 AARP Community Challenge Grant, we are providing 25 $100 ride vouchers. More details from our FAQ from how to apply for the voucher to booking a ride.

Nurses & Neighbors Collaborative is a 501 (C) 3 nonprofit with the mission to help improve the health and wellness of our neighborhoods and provide support for nurses in our community through nurse-led projects.
We advocate for access to care. Lack of transportation is a barrier to accessing care. Our 25 for 80 NEMT project aims to increase non-emergency medical transportation options for residents of Sussex County, Delaware.
We are not a transportation company. The 25 for 80 NEMT is a demonstration project to increase ride options for non-emergency medical and dental care for older adults living in Sussex County, Delaware.
We provide HIPAA trained care coordinators to schedule rides for participants in our 25 for 80 NEMT project. They also answer questions bout ride options for non-emergency medical and dental care in the local area. The ride can be either on-demand or for a future date (up to 30 days in advance).
The third-party virtual platform is HIPAA compliant, easy to use, and a trusted caregiver can monitor from afar the progress of the ride via a live map no matter where they are.
We use a third-party on-demand ride service’s HIPAA compliant platform to schedule rides. Drivers are independent contractors for the third-party ride service. Drivers must meet age, insurance, driving experience, and background check requirements. Click here for more information.
We are dependent on availability of a third-party service that only has special needs services in select markets. Currently, they do not have services for people with special needs in Sussex Couty, Delaware.

For riders who need assistance and other preferences, please let our care coordinator know so that we can add your request to your ride preference profile.
You can get an estimate of the ride here. These estimates do not include other factors such as weather delays and waiting and cancellation fees.
We pass along charges by our third-party ride service to riders or family/caregivers. For those granted our ride voucher, we will credit your account with the value of the ride voucher. To apply for a ride voucher, click here.
Our care coordinators are volunteers and they do not charge for their time and service for scheduling and monitoring rides, answering questions about medical transportation options, or researching for ride options for medical and dental care.
No … you do not need a smartphone or app to schedule a ride. To schedule a ride, call 302-582-0072. You must be enrolled in our 25 for 80 NEMT Project first.
No .. our ride voucher is only valid for rides scheduled through our virtual ride board with a care coordinator.
